Light and Power

Purchase of Power
The Western Area Power Administration (WAPA), which supplies 75% of power to the City, is the main power supplier for the City of Vermillion. The balance of the City’s needs is supplied through Missouri River Energy Services.

Mission Statement
Vermillion Light & Power shall be prepared to meet the daily demands for electric power to Vermillion homes and businesses; shall respond quickly to the community's requests for security, comfort, and convenience through electric service; shall insure that the demand for electric power is kept at the lowest reasonable cost; and shall maintain and improve upon the ability of Vermillion's electric facility to safely and reliably serve the needs of the community.

General Information
The department consists of one superintendent, one lineman supervisor, two lead journeyman, four journey linemen, one electrical contractor, one electric system specialist, two meter readers, and a part-time customer service representative. The department maintains, repairs, and upgrades the electric distribution system in the City, and maintains and installs electrical equip­ment in City facilities.

Seasonal Rates
As the cost of power varies during the year, the City of Vermillion has adopted seasonal electric rates that include slightly higher energy and demand charges for billing in July, August and September. The adopted rates also include slightly lower energy and demand charge during the other nine months of the year to reflect the cost to the city of purchasing power. These seasonal rates will be implemented for billings made after December 15, 2011. For more information regarding electrical rates, contact the Finance Department at 677-7056.

Residential Electric Utility Rates
The monthly billing consists of a customer charge of $9.00 plus a per KWH charge as follows:

  • 8.7 cents for billings done from January to June and October to December
  • 9.2 cents for billings done from July to September

Small Commercial Power Rates
Commercial customer with a peak demand under 20 KWH in ten (10) or more monthly billing periods during the prior twelve (12) months.

The monthly billing consists of a customer charge of $15.00 for Single Phase Service or $25.00 for Three Phase Service plus a KWH charge as follows:

  • 9.1 cents for billings done from January to June and October to December
  • 9.6 cents for billings done from July to September

Large Commerical Power Rates
Commercial customer with a monthly peak demand of twenty (20) KWH or more in three (3) or more monthly billing periods during the prior twelve (12) months. Customers shall remain on this billing rate for a minimum of one year.

The monthly billing consists of a customer charge of $33.00 plus 3.70 cents per KWH There is also a maximum KW charge for Demand as follows:

  • $11.30 per KW for billings done from January to June and October to December
  • $13.30 per KW for billings done from July to September

Demand Electric
Demand charge is the charge for electric service based upon the customers peak demand. Demand electricity is the total amount of wattage used in a consecutive 15-minute period anytime within the billing cycle. Demand is recorded and billed as KW (KW=1000 watts). For the KW to be recorded the peak amount has to be maintained for a complete 15 minutes. Example: 5)1000 watt light

Bulbs on for 15 consecutive minutes=5 KW of demand. Demand usually occurs at the peak production time of the business.

The above monthly charges are based on the City providing and maintaining the light on an existing pole in an area with overhead electric service. There is a $60.00 installation charge including up to fifty feet of wire.
