In 2020, the citizens of the City of Vermillion, in order to establish a home rule municipal government that will provide for the public welfare and establish a more representative and effective city government, voted to adopt a Home Rule Charter in accordance with the home rule power granted in Article IX, Section 2 of the South Dakota Constitution and the procedural requirements of SDCL Chapter 6-12.
All Council Members are elected in non-partisan elections. The next regularly scheduled election will be held in June 2024.

Citizens have two opportunities to address the Council during council meetings. At the beginning of each meeting, there is a public comment item (Visitors to be Heard) on the agenda. During this time a citizen may speak on any item not on the agenda. Comments are limited to five minutes and no action will be taken. The public may also speak on all regular agenda items. Comments may also be submitted in writing to the City Manager prior to the meeting.
