Overview
On June 18, 2018, the Vermillion City Council established a Human Relations Commission in accordance with South Dakota Codified Law 20-12-5. The board of directors disseminate information and conduct public meetings regarding diversity recognition and anti-discriminatory practice, engage and cooperate with persons in organizations interested in similar objectives, and otherwise act to promote human and civil rights for all citizens and visitors of Vermillion. The Commission also receives complaints related to discrimination in employment, labor organizations, housing, providing public accommodations or services, banking, and in general circumstances.

Municipal Equality Index
Annually, the Human Rights Campaign rates cities based on their laws, policies, benefits, and services. Cities included are the 50 state capitals, the 200 largest cities in the United States, the five largest cities or municipalities in each state, the cities home to the state's two largest public universities, 75 cities & municipalities that have high proportions of same-sex couples, and 98 cities selected by HRC and Equality Federation state groups members and supporters.
