South Dakota Housing Development Authority – Housing Opportunity Fund
(Mobile Home Improvement Grant)
Grant funds, administered by South Eastern Council of Governments (SECOG), are available for safety related improvements to mobile homes that are tied to the Vermillion City Housing Code. In the past, funds have been utilized for a new furnace, new exterior coatings (paints, sealants, etc.), a new front entrance deck, new skirting, etc. Funds may not be used for improvements that are strictly aesthetic.
To take advantage of this opportunity, an applicant must first establish eligibility for funding. This process begins by submitting an application to Ms. Leslie Mastroianni, of SECOG, that provides information to include, among other items, proof of income and proof of insurance.
Upon qualification, SECOG will submit the applicant’s information to City Staff who will inspect the home and highlight any deficiencies and improvements that could be made using these funds. If a recipient wishes to complete the work themselves, they will be reimbursed by the City (materials only, not labor). Should a recipient choose to hire a contractor to perform the work, the City would pay the contractor directly. Each home can utilize up to $5,000 in funds.
The grant is technically a 0% interest loan with 1/5 of the amount forgiven each year until year 5 when it is 100% forgiven. Should the applicant move before year five, they are responsible to pay back the balance that has not yet been forgiven.
