Council Sends Home Rule Charter to Voters

The City Council has been considering the adoption of a Home Rule Charter. In 2019, the City appointed a Home Rule Study Committee which researched home rule charters in existence in South Dakota and made a determination as to whether the City Council should pursue the matter. In February 2020, the City Council appointed a Home Rule Charter Committee to draft a charter for consideration. 

The City Council received the report of the Home Rule Charter Committee at the July 6, 2020 meeting and voted to send the adoption of the Home Rule Charter to voters at the July 20, 2020 meeting. The Home Rule Charter question will be part of the November 3, 2020 General Election ballot. A draft of the charter is available here.
